Do I have to sign up for multiple cloud systems to run a survey that has multiple independent teams?

Your situation may look like this:

You have a survey that has 5 different questionnaires. You have to separate the whole team into 3 different sub-teams. Each of the sub-teams will be responsible for a different set of questionnaires.
